Information Meeting – Otter Lake Landfill Recommendations

HRM has received a letter from Sterling Belliveau, Minister of the Environment, stating that it must continue to operate the Front-End Processor(FEP) and Waste Stabilization Facility(WSF) until the landfill is closed in 2023. It also has letters from Jamie Baillie, Leader of the Nova Scotia Conservative Party, and Stephen McNeil, Leader of the Nova Scotia Liberal Party, that they would also require HRM to operate those facilities if they were to form government after the next election.

Despite these odds, Mayor Savage and Councillor McCluskey both confirmed to Rick Howe that consultation on closing those facilities would continue. Councillor McCluskey said today on the Rick Howe show: “by the time we get the consultation done the government might have changed.” It is apparent that HRM is still pursuing the recommendations to close those facilities, despite:

1. the letter from Environment Minister Belliveau stating that HRM must operate the FEP and WSF until the landfill is closed;
2. the letter from the other party leaders;
3. the written commitment to the local community that only stable waste would be placed in the landfill;
4. the siting criteria for the landfill facility that said the site had to include an FEP, WSF and landfill;
5. the provincial ban on the disposal of raw organics in the landfill;
6. the operating permit issued by the Minister of the Environment that requires all organic waste to be sorted through the FEP and processed through the WSF;
7. the contract with the landfill operator that states they must operate the FEP and WSF.

Public consultation will begin soon. In order to assist the local community to be fully informed, the Community Monitoring Committee is holding a public information meeting on Thursday, May 9th at 7:00 PM at Exhibition Park on the Prospect Road. You can view the information flyer here.
