concerns over IWK rejecting emergency patiaint

we moved to Nova Scotia Canada in 2009 and did not have any Medical issue till last week when our 1 1/2 year old girl got a hernia, Trusting our professional Doctor from Belize and our new Family Doctor from Canada and my wife and me both trained EMT's we all agreed it was an Emergency case and needed immediate attention, so my wife took her to IWK Friday morning, and was told by the doctors that she was fine and to go home, and come back when serious symptoms came up, unhappy my wife drove 2 hrs back home and at 11:30 that night it got serious and she rush back in and was again told to go home and the doctor would call here in a week or two, Now is this hell or Canada because in Belize in a case like this we would have called 911 and that Doctor and staff would be dealt with harshly but in Halifax it seems to get no ones attention
