Adil Charkaoui was arrested in 2003 under a security certificate issued by the Canadian government against him. Judicial review of the grounds on which Charkaoui was issued a certificate and then imprisonned began in 2005. After two constitutional challenges before the Supreme Court of Canada regarding sections of the Immigration and Refugee Protection Act (IRPA) that permit the issuing and practice of security certificates on grounds that they violated the UN Convention against Torture and his Charter rights, security certificates were ruled unconstitutional. Despite the court's decision and Charkaoui's certificate being quashed, three certifcates are still in effect.
This interview was done before a fundraiser for a film project called The Secret Trial 5 which will focus on security certificates and the five men who have been issued them. Charkaoui spoke as part of the fundraiser for the film as well as being involved with the project.
